Rayner was elected a Member of Parliament in the 2019 general election for the third consecutive time after five years. Rayner was elected Deputy Leader, Shadow First Secretary, and Chair of the Labour Party.

Rayner was sworn into the Most Honourable Privy Council of Her Majesty on 12 February 2021. Rayner was reshuffled by Sir Keir Sterner on 8 May 2021 to take over her positions as chair of the Labour Party and national campaign coordinator. This was in response to the 2021 local elections.
